City Manager Notes / Madison, FL City Commission Meeting 6/14/16

1. Call to Order.

2. Citizens Participation: A citizen requested city hall’s appearance be improved.

3. Agenda adopted.

4. Items Removed from Consent Agenda – None.

5. Consent Agenda: a. Approved -- Minutes May 10, 2016 b. Approved -- Fire/Rescue Department Report c. Approved -- Police Department Report

6. City commissioners approved a contract with North Florida Professional Services for professional engineering services. (ACTION: Mayor Catron will sign the contract. City Manager has notified Greg Bailey, CEO of North Florida Professional Services, and will forward the contract to him for signature.)

7. City commissioners approved the sale of 1.5 acres of city-owned property in the Industrial Park to Gray Logging for $16,000. The sale is contingent upon Gray Logging paying for a survey, legal fees, and closing costs. (ACTION: City manager has notified Gray Logging. Mr. Gray will research the costs and re-contact the city manager.)

8. City commissioners upheld the city manager’s decision to terminate the recent employment of a city employee, his decision being based upon existing city policies. The employee had appealed the termination through the city’s disciplinary appeals process.

9. City commissioners approved First Reading of Ordinance 2016-2 amending the Future Land Use Element of the city’s Comprehensive Plan. The ordinance allows for more options in land development around the new hospital. (ACTION: City manager will place Second and Final Reading and a Public Hearing on July 12’s City Commission meeting agenda.)

10. City commissioners approved First Reading of Ordinance 2016-3 amending the city’s Land Development Regulations. The ordinance allows for more options in land development around the new hospital. (ACTION: City manager will place Second and Final Reading and a Public Hearing on July 12’s City Commission meeting agenda.)

11. City commissioners approved First Reading of Ordinance 2016-4 amending Office/Residential Special Exceptions in the city’s Land Development Regulations. The ordinance allows for more options in land development around the new hospital. (ACTION: City manager will place Second and Final Reading and a Public Hearing on July 12’s City Commission meeting agenda.)

12. City commissioners awarded the following bids contingent upon projects remaining at or under budget (ACTION: City manager will relay the outcome of the commission’s decision to companies that submitted bids; move forward on executing contracts; and issue notices to proceed): a. Covered picnic shelter at Sumpter James Park -- $22,660 to G-N Construction Company of Jennings, FL. b. Four youth tennis courts at Lanier Field -- $39,600 to Premier Surface Solutions, Inc., of Tallahassee. c. Tennis court fence at Lanier Field – 6 gauge at $7,200 and 9 gauge at $5,750 to Madison Fence of Lee, FL. d. Two football/soccer goals at Lanier Field -- $5,230 to Premier Surface Solutions, Inc., of Tallahassee. e. No award was made for the construction of a tennis practice wall at Lanier Field.

13. City commissioners discussed attendance at the Florida League of Cities Annual Conference scheduled Aug. 18-20 in Hollywood, FL.

14. City commissioners selected Commissioner Rayne Cooks to be the commission’s voting delegate at the annual conference of the Florida League of Cities. The commissioners selected Commissioner Judy Townsend as the alternate. (ACTION: City staff will notify the League of Cities.)

15. City commissioners decided to keep August 2016’s monthly commission meeting as scheduled – Aug. 9.

16. City Manager Bennett briefed the monthly Finance Report.
