High Speed Chase in Arrest of Emanuel Leander-Mandel Ratliff
Madison County Sheriff Ben Stewart reports that on Saturday the 26th day of September, 2015 at 4:12 pm, a deputy of the Madison County Sheriff’s Office observed Emanuel Leander-Mandel Ratliff driving a white Hyundai in the turning lane in-front of Madison Square Plaza. The deputy had knowledge that Ratliffs’ driver license were suspended and also noticed that Ratliff was not wearing his seatbelt. Ratliff turned into the shopping center parking lot and the deputy followed with blue lights activated. Ratliff spun off and drove through the parking lot at a high rate of speed refusing to stop. Ratliff exited the parking lot and turned onto SW Lawson Circle. The deputy initiated pursuit on SW Lawson Circle and called other deputies for assistance in stopping Ratliff. The pursuit turned East on Pinckney Street and then South on Sumatra Avenue. Ratliff turned East on Safari Drive then abruptly turned South onto Merritt Drive at a high rate of speed. In his attempt to elude capture, Ratliff passed another motorist in the grass before turning East onto Bunker Street. Ratliff drove 85 miles per hour and disregarded all stop signs continuing to flee before losing control and hitting a phone box causing the Hyundai to go airborne at the intersection of Bunker Street and Lake Shore Drive. Ratliff then jumped from the still moving vehicle and fled on foot. The Hyundai rolled into a tree stopping it. Deputies chased Ratliff on foot and after a short distance was able to take him to the ground and arrest him without further incident. Ratliff sustained minor cuts on his hands as a result of the vehicle crash and was taken to the Madison County Hospital where he was treated. Ratliff was then transported to the Madison County Jail. The Madison Police Department investigated the vehicle crash.
