The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Ronnie Moore (District 3), Clyde Alexander (District 4), and Rick Davis (District 5). Also present were County Coordinator Allen Cherry, County Attorney George T. Reeves, and County Clerk Tim Sanders.

The Chairman, Honorable Justin Hamrick, called the meeting to order and explained the purpose of the Special Meeting was to consider purchase of Option to Purchase approximately 160 acres located at or near 1695 South SR 53, Madison, Florida from Greene Trust.

Mr. Cherry reported about a year ago the County was contacted by a representative of Green Circle, a wood pellet manufacturing company, about locating here if land was made available by the County having access to rail and highway along with water, sewer and natural gas service. He stated the new industry would employ approximately 70 people with average salaries around $40,000 with full benefits, and the plant and equipment would have a taxable value of $100 million.

Mr. Cherry stated the only property that fit the requirements posed by Greene Circle for the plant is property owned by Greene Trust and is located on State Road 53 immediately south of the Greene Publishing, Inc. office. He reported negotiations have been ongoing for 6 to 8 months with Ms. Emerald Greene and Mr. Jimmy Davis, representatives of Greene Trust, and the County Attorney, the Clerk, and himself for the County. Mr. Cherry explained during negotiations the price of the property offered by Greene Trust, having an appraised median value of $10,313, has gone from $17,500 per acre to $14,000 per acre.

Mr. Reeves advised that staff has been acting on behalf of the County and the decision to purchase the property and at what price is strictly a decision up to the Board. He added that the decision before the Board today is to consider the purchase of an Option to Purchase with an option period of two and one-half years at a negotiated Option to Purchase price of $50,000 which would be credited to the purchase price. The County’s portion of the Option would be $25,000 with a $25,000 match by Green Circle.

Mr. Reeves also advised as part of the process to purchase, he would need authorization to proceed with insuring the title to the subject property is clear.

Mr. Reeves also advised the County does not have the right for Eminent Domain and reported other properties have been examined that fit the requirements of the pellet plant, but the Greene Trust property is the only property having a willing seller.

Commissioner Moore made a motion, seconded by Commissioner Alexander, to approve the purchase of Option to Purchase said Greene Trust property at the previously described terms. The Clerk stated funds were available in the Fiscally Constrained Fund for the $25,000 option payment. Mr. Reeves also advised frontage property purchased by the County along State Road 53 and not used by Green Circle could be marketed by the County to offset the purchase price. Motion carried unanimously, 5-0.

There being no further business to come before the Board, the Chair adjourned the meeting at 11:25 A.M.
